今更ですが、ポロニエックスが米国の顧客との取引を辞める旨の発表を2019年の10月中に行い、既に米国の顧客を対象とした取引を停止していました。理由は親会社Circleからスピンオフしたからのようです。
What is the Poloniex US wind down? Why is Poloniex US shutting down?
In October, we announced Poloniex was spinning out from Circle into a new company, Polo Digital Assets, Ltd., with the backing of a major investment group. Unfortunately, in order to be competitive in the global market, US customers aren’t included in this spin out, so Circle is winding down operations for US Poloniex customers.

米国顧客との取引については以下の通り発表していました。
Q: Will Poloniex remain available to customers in the US?
A: New US Customers will not be able to register for the exchange starting on October 18th, 2019. As of November 1st, 2019, US customers will no longer be able to trade, but they will be able to access their wallets, through a new website, poloniexus.com. US customers will continue to be able to access and use their wallets and withdraw funds through wallet and custody services operated by Circle until at least December 15th, 2019.

また、User Agreementにも以下のように記載されています（2019年11月7日改訂版）。
Our Services are not offered to persons who are citizens of, incorporated in, have their registered office in or resides in the United States or any Restricted Territory as defined in Section 37. To the extent such persons use the Services irrespective of the foregoing, they will be deemed to be subject to the terms of this Agreement.

というわけで、本サイト中の「アメリカ在住者におすすめの仮想通貨取引所 (国内取引所)」という記事の該当部分を削除しました。が、せっかくなので、以前書いた分をここに転記しておきます。

3. アメリカドルでは出入金ができない国内の仮想通貨取引所
単なる一例ですが、歴史もあって取り扱い通貨数が多いということで、比較的よく耳にする取引所としては以下があります。
3.1 ポロニエックス(Poloniex)
- サイト：https://www.poloniex.com/
- 取引可能通貨：60+類種の仮想通貨を取り扱っていますが、アメリカの顧客の場合はそのうちの9つの仮想通貨の提供がが停止されました。(参考: Poloniex: Listed Assetsおよび Poloniex: Poloniex to stop offering trading of 9 assets to US customers; all assets remain available to non-US customers)
- 入金：ポロニエックスへはアメリカドルの送金はできません。銀行の口座からアメリカドルをCircle USAに送金、アメリカドルをUSDCに換金したうえで、ポロニエックスへUSDCを送金する方法があるそうです。(参考： Poloniex: What is USDC?)
- 出金：出金の場合も一旦USDCをCircle USAに送金の上アメリカドルに換金し、Circle USAから銀行の口座へ送金するようです。
- アメリカでサービスが提供されていない州はニューヨーク州のみようです。（参考： Poloniex: User Agreement )

3. U.S. Based Cryptocurrency Exchange which Do Not Accept Deposits and Withdrawal of US Dollars
It is just a sample, but following is one of commonly known exchanges as having relatively long history and handling many cryptocurrencies, but do not accept deposits and withdrawals of US dollar.
3.1 Poloniex
- Website: https://www.poloniex.com/
- Cryptocurrencies available for trades: Although 60+ cryptocurrencies are traded in Poloniex, U.S. Customers can trade 9 out of 60+ cryptocurrencies. - Funding: Poliniex does not accept deposits in US dollar. Customers can transfer US dollar to Circle USA from the bank account, convert US dollar to USDC, and then transfer USDC to Poloniex. Poloniex: What is USDC?
- Withdrawal: In case of withdrawal, customers can send USDC to Circle USA, convert USDC to US dollar, and then send US dollar to bank account from Circle USA.
