お金には関係ないですが、小室圭さんの目指す「LL.M (Master in Laws, 法律修士)からJ.D. (Juris Doctor, 法務博士)プログラムへの編入」という例を聞いたことがないので、そんなことが可能なのか気になったので調べてみました。ちなみに、J.D.から他校のJ.D.へのトランスファー（転入）という話は聞いたことがあります。
目次
1. アメリカのBar Exam (弁護士試験）を受けるための条件
まずは、前提条件として、なぜLL.M.を卒業しただけではBar Examを受けることができない場合がでてくるのか、そもそもBar Examを受けられないことが入学前から分からなかったのかの検証です。
尚、各州の弁護士になるためには、試験に合格する方法（Admission by Examination)と申し立てによる方法（Admission on Motion)があります。下記は前者の前提としての、受験資格の確認です。
1.1 ニューヨーク州の場合
The New York State Board of Law Examinersのサイトによると、ニューヨーク州の場合、以下の場合に受験資格が与えられます。
(1). ABA Approved Law School Study (JD graduates)
(2). Law Office Study/Clerkship
(3). Unapproved Law School Study
(4). Foreign Law School Study
(5). Pro Bono Scholars Program
一般的なのは、(1) ABA Approved Law School Study、つまり American Bar Associationに認可されたロースクールからJ.D. の学位を取得すること になります。ロースクールに入学するには四年制の大学を卒業していることが必要ですが、J.D.に入学する場合はどの国の大学を卒業していても問題ありませんし、大学時代の専攻も問われません。
(2)、(3)、(5) は特殊なケースなので割愛します。
アメリカ以外の大学で法律を専攻した場合は、(4). Foreign Law School Study にあたります。この場合、アメリカ以外の大学で法律の学位を取得したこと（そのカリキュラムがアメリカのロースクールと期間・内容ともに実質的に同等と認められるプログラムである場合）、またはアメリカ以外の大学で法律の学位を取得したことに加えてアメリカのロースクールでLL.M.等の学位を取得したこと（LL.M.での取得単位を加えることによって、国外での学位がアメリカのJuris Doctorのカリキュラムと期間・内容ともに実質的に同等と認められる場合）によってBar Examへの受験資格が認められるようになります。
4. Foreign Law School Study – Successful completion of a program of study at a law school outside of the United States that is both durationally and substantively equivalent to a program of study at an approved law school in the United States, and if required, successful completion of an additional program of study at an approved law school in the United States. 尚、イギリスの大学で法律を3年間勉強してLL.B. (Bachelor of Laws)を取得した場合は、アメリカでLL.M.に通わなくてもNY州の司法試験が受けられるそうです（参考：https://www.thestudentroom.co.uk/showthread.php?t=2386475）。カリキュラムがアメリカのロースクールと期間・内容ともに実質的に同等と認められている一例だと思います。

Bar Examを受けるには、ABA認可校からJ.D.の取得が絶対必要な州、アメリカ国外で法律の学位を得た場合はLL.M.を卒業すればOKな州、法律の学位自体はアメリカ国外のみで得た場合であってもアメリカの他州で弁護士登録をしていればOKな州、その他独自のルールがある州等、州によってかなり違います。
1.3 日本からLL.M.留学の場合（法学部 vs 法科大学院）
尚、古い体験記をみると、日本の大学で法学部を卒業後アメリカのLL.M.卒業を経てBar Examに合格し、ニューヨーク州またはカリフォルニア州の弁護士資格を取得した方の話を良く見かけると思います。これらの方は法学部の卒業が2010年以前の方だと思います。
というのも、アメリカのロースクールに応募する際に利用する必要のある、LSAC（The Law School Admission Counsil)の「Information on LLM Eligibility」によると、日本で法学の教育を受けた人が出願する場合、現在LL.M. に出願するのに必要な学歴は以下の通り規定されており、2011年以降の卒業生は法学部の卒業(法学士の取得）だけでは不十分となったからです。
- 2010年まで：法学士
- 2011年以降：学士号（専攻問わず）プラス司法研修所の修了証書（=弁護士・検事・裁判官）、または学士号プラスJuris Doctor
Juris Doctorについてははっきりと定義されていませんが、文脈上、日本の場合は「法科大学院」のことと思われます。

もちろん、ロースクール独自に入学要件を緩めて、司法研修所の修了証書保持者でない人や、法科大学院を卒業していない人を受け入れることは可能のようです。小室さんの場合は、「一橋大学大学院国際企業戦略研究科」の「経営法務コース」をJuris Doctorと解釈したと思われます。
1.4 受験資格の事前判定（Advance Evaluation of Eligibility)について
Bar Examの受験資格は各州のBoard of Law Examinersが独自の基準で決めるので、LL.M.卒業によって必ず受験資格獲得とはならないようです。
例えば、ニューヨーク州の場合、LL.M.で取得予定の単位を足すことによって受験資格が得られる受験者 (Applicants requiring an LL.M. to qualify for the examination)の場合には、受験資格があるかどうかの事前判定を受けるためにBoard of Law Examinersにアメリカ国外で法律教育を受けたことを証明する書類を提出する必要があります。締め切りは受験を希望するBar Examの申し込みが開始する日の6カ月前（7月に受験希望の場合は、前年の10月1日が締め切り）ですが、できれば１年位前には送付しておくことが推奨されてます。
If you need to “cure” a deficiency in your foreign legal education by completing an LL.M. degree at an approved law school in the United States, you MUST seek an Advance Evaluation of Eligibility from the Board. Because of the volume of these applications, their complexity and the frequent need to communicate with these applicants and request more information concerning their eligibility, it can take up to six (6) months from the date of the Board’s receipt of all required documentation for an eligibility decision to be made. While we encourage applicants to seek an evaluation at least one year in advance of taking the bar exam, to ensure that you receive a timely decision on your eligibility, the Board requires that you submit all documentation at least six months prior to the first day of the application period of the examination you plan to take. The following deadlines apply:

判定には６カ月以上かかるともあるので、LL.M.のプログラムを開始する9月の時点では日本での学歴で足りない部分をLL.M.の卒業によって補うことができるかどうかが未定ということになるようです。特に、2011年以降に日本で大学を卒業した人の場合は、司法修習所の終了証書保持者または法科大学院の卒業生でない限りかなり不確定な状態にあるようです。
2. LL.M.からJ.D.へのトランスファー
2.1 LL.M.からJ.D.へのトランスファーができるロースクール
さて、やっと本題のLL.M.からJ.D.へのトランスファーですが、サーチしたところ少数派ですがロースクールによっては認めているようです。
大別すると、外部からのトランスファー（編入かつ転入）を認めているロースクールと内部進学のみ（同じロースクール内でのみLL.M.からの編入を認めているロースクール)とに二分されるようです。
前者の例としてはUniversity of Chicago Law SchoolとAmerican University Washington College of Lawがあります。
例えば、University of Chicago Law Schoolの場合、以下の通りです。
Q: I am a non-U.S. citizen that has received an LL.M. degree at a U.S. institution and/or a law degree from a common law foreign university. May I apply as a transfer student?
A: Yes, you may apply as a student with advanced standing and transfer to complete your second and third year in the J.D. program.

またグーグルサーチによると、University of California, Irvine School of Law、University of Virginia School of Law、University of California Hastings College of the Lawが後者の例として見つかりました。
2.2 トランスファーにはLSATスコアの提出が必要？
トランスファーにあたっては、J.D.の申請に必須となるLSAT（Law School Admission Test)のスコアの提出が必要かどうかもロースクールによって異なるようです。
例えば、University of Chicago Law Schoolの場合、内部進学者の場合はLSATスコア不要、外部からのトランスファーの場合は必要のようです。
Q: If I apply as an advanced standing transfer student, do I have to take a standardized test?
A: Unless you completed your LL.M. degree at the University of Chicago Law School, you must take and report at least one (1) LSAT score or one (1) GRE or one (1) GMAT score if you are concurrently applying to a dual degree program at the University of Chicago).

University of Virginia School of Lawの場合はLSATのスコアが必要とのことです。
Transfer applicants are required to take the LSAT no later than February of the spring semester prior to the intended transfer.

2.3 3年間でJ.D.とLL.M.の両方の学位が取れるの？
最後に気になるのが、3年間でJ.D.(3年制)とLL.M.(1年制)の両方の学位が取れるのかですが、これもJ.D.とLL.M.の両方の学位がとれるロースクール、J.D.の学位のみのロースクールと二分されるようです。
前者はUniversity of Virginia School of Lawで、以下の通り「LL.M.を保持できる」と明言しています。
Applicants who apply to transfer to the J.D. program will receive the LL.M. degree. If they are accepted, they retain the LL.M. degree, and all the coursework they completed as an LL.M. will also be applied to the J.D. degree. They will then have to complete two additional years (4 semesters) to obtain the J.D. degree, including completion of all J.D. requirements.

後者はUniversity of California Hastings College of the Lawで、以下の通り、LL.M.プログラム終了後にJ.D.プログラムにアクセプトされた場合には、J.D.プログラムへのトランスファー・スチューデントとして扱われるので、LL.M.の学位は受け取れないと説明されています。
Q: Is it possible for LL.M. students to apply to the J.D. program?
A: UC Hastings offers a J.D. transfer program which allows qualifying UC Hastings LL.M. students to apply to the J.D. program using grades and faculty recommendations instead of an LSAT score. If accepted, the transfer will occur after you have completed the requirements for the LL.M. program. However, if you are admitted into the J.D. program as a transfer student, you will NOT receive your LL.M. degree. Instead, the credits you have obtained through the LL.M. program will be applied to your J.D. degree, and you will be required to satisfy all of the remaining requirements for the J.D. degree. LL.M. students from other law schools are not eligible for this transfer program

2.4 LL.M.が併せて取れることのメリット
ちなみに、実務上はLL.M.よりもJ.D.の方が好まれるので、J.D.を取得して更にLL.M.も併せて取得するメリットは一般的にはないと思われます（例外：税法のように専門的な知識が必要な分野で働きたい場合は、アメリカ人であっても税法に特化したLL.M.の取得を目指す人も多く、実際就職にも有利のようです）。
但し、年間発行数に限りのあるH-1Bビザの取得を目指す場合は、H-1B発行枠65,000のとは別に、Master以上の学位を取得している人を対象とした20,000の発行枠があるので(20,000の枠に洩れた場合は通常の65,000の発行枠を目指せるのでビザが取れるチャンスが二倍)、留学生にとってはLL.M.が取得できるのは大きな利点となるかもしれません。
